Mayoral Candidate Mel Wilson Served Two Terms on the Metro Board and Will Use AI to Sequence Traffic Flow

Transportation is a central topic of life in Los Angeles, with urgent repercussions for the world at large. We seek city leaders who prioritize exceptional and affordable public transportation, street safety, and adequate active transportation infrastructure while centering issues related to affordable transit-oriented housing development and dealing with the city’s crisis of hit and runs. Before voting for our next L.A. mayor, we needed to know where the candidates stand on the essential issue of transportation equity. In a collaboration with CicLAviaLos Angeles County Bicycle CoalitionClimate ResolveStreets For AllLos Angeles WalksAct-LAPOWERIKAR, Asian Pacific Islander Forward Movement,  Pacoima Beautiful, and MoveLA, L.A. TACO presents a candid questionnaire given to all of L.A.’s mayoral candidates, with their answers in English, Spanish, Chinese, and Korean. All responses were provided by the candidates via email. 

Getting Around in L.A.

How often do you walk, bike, ride transit, or otherwise get to your destinations without driving in L.A.? How would you judge the condition and importance of each of those transportation modes? How important is it for the next L.A. Mayor to experience all available transportation modes?

Not often enough anymore. Up until a few years ago, I took early morning (before emission levels elevated) walks multiple times a week in my neighborhood. My family does not feel it’s safe to walk in my neighborhood.

Walking is healthy. Walking on unsafe streets is hazardous to one’s personal health. While serving on the Metro board, I consistently rode public transit. My children rode public transit when they attended the LA public schools.

It is important for the next LA Mayor to experience multiple modes of transportation. The reality is that the previous mayors rode in cars and rarely any other transportation modes.

L.A. METRO SAFETY

As  Mayor, how would you incorporate community-based support and safety strategies prioritizing the needs of vulnerable Angelenos?

As Mayor, I will call for a dedicated Metro Public Safety agency made of sworn officers, ambassadors, and community-based customer care specialists. I served two terms on the Metro board. As chair of the Finance, Budget & Audit Committee, I would not support renewing the L.A. County Sheriff contract due to being out of compliance with their contract.

Vision Zero

How would you assess L.A. City’s Vision Zero policy, and what concrete steps would you take to implement its Vision Zero program by 2025? What role does the Mayor have in encouraging City Council members to take political risks in supporting Vision Zero projects and commitments like the City’s Mobility Plan 2035, that may remove parking or travel lanes?

Vision Zero policy was approved by the LA City five years ago. I agree to improving the streets and sidewalks by 2025. I support much of the Vision Zero policy, including safe routes to schools, signal upgrades, safety improvements, and on-the-ground safety improvements. I do not agree with a blanket policy of slowing traffic. I agree with a robust community safety education program. L.A. commuters and businesses are suffering from billions of dollars of non-productive time due to slow rates of speed and traffic congestion.

Some of the L.A. Great Street program tactics increase safety for cyclists but their poor design decreases safety for Angelenos who are disabled and senior citizens are being forced to park close to oncoming traffic. This design decreases their personal safety.

The mayor has the role of being the leader and spokesperson for the city. Part of their role is to have vision with a plan to make our city a better place to live, work and play. I have serious concerns about removing travel lanes in a city of 4 million people that live in an area that’s spread over 500 square miles.

L.A. is suffering from an acute housing affordability and chronic homeless crisis. According to SCAG, L.A. needs to build nearly 500,000 new dwellings to accommodate future growth. To accomplish this goal, we have to gain the support of community activists who have great influence over neighborhood groups. To gain approval for much needed housing and homeless shelters, we need to gain support of neighborhood groups.

Better Buses

L.A. Metro’s current shortage of bus operators significantly impacts bus frequency and reliability. How would you address this problem and also further increase bus frequency and ensure service reliability as ridership rebounds? Do you support Metro’s advocacy of a fare-free transit system?

We increase hiring bus operators by implementing an aggressive marketing plan describing the public service role that bus and rail operators have. We highlight benefits and compensation operators get for working with Metro. We work with high schools and occupational centers to train new operators. We recruit high school students to enroll in Metro’s Academy.

Metro has a pending operational expense problem. Fares contribute 10% or less of the revenue required to cover the operating expenses. Voters approved billions in Metro funding. Within the next decade Metro will not be able to operate at the service levels for the new bus and rail lines.

Angelenos will increase their use of Metro’s bus and rail system when they feel that Metro is safe to ride. Increased ridership will also increase operating revenue.

I support fare-free transit for students, but not a system-wide fare-free policy. Our homeless population is scaring existing and would-be Metro riders from using the system. Requiring fares is a deterrence for homeless people perpetually riding the Metro system which is causing Metro riders to abandon the use of public transit.

BUDGET & COMMUNITY PARTICIPATION

How would you create more participation, accountability, and transparency in the budgeting process for LADOT or L.A. Metro projects, especially among limited English proficient and low-income communities? How would you ensure that project funds are equitably distributed?

I will appoint and demand transparency and accountability from the LADOT general managers. My appointees to the LA City Transportation and Metro Board members are transparent and look at transit projects through the lenses of efficiency and equity. My appointees will be representative of LA’s population.

As mayor of a diverse city, I will have equity, access and fair distribution of resources as an integral part of my policies.

MORE CONNECTED, LESS CONGESTED

What amenities and programs do you support to reduce traffic congestion, increase active transportation, and increase transit (bus and rail) ridership? As Mayor, how would you coordinate dozens of neighboring cities and public agencies to improve local and regional access to transportation modes aside from driving?

I support strategies, policies and tactics that will use changing commuter and delivery service behavior. I will change Metro, LADOT, and L.A. City fleets of vehicles to use zero emission fuels. My policies will promote transportation demand services, congestion pricing, emphasizing work staggering, and use of autonomous vehicles and artificial intelligence (AI).

We will use AI to sequence traffic flow, parking availability, encourage building housing near transit corridors, and emphasize job and housing balance policies.

We will invest in a dedicated community based comprehensive transit safety system.

The Mayor of L.A. has more influence on the Metro Board than any other board members. All five L.A. County Board of Supervisors are members of Metro’s board. I will build working relationships with my Metro board colleagues and the League of Cities. LA transit, transportation, housing and public safety are regional issues. As Mayor I will convene meetings with all 87 other cities and try to understand the perspective of regional needs for the LA basin. Those needs include homeless, housing affordability, public safety, and mental and public health. L.A. City will become a shared partner with our neighboring cities and jurisdictions.

As Mayor of L.A., I will direct LADWP to offer discount charging fees for vehicles that are registered in the city. Metro will offer funds for transit oriented community developments. We discourage single occupancy riders and incentives for zero emission use. We will promote mixed-use and mixed-income development near transit corridors.

VIAJANDO POR LOS ÁNGELES 

¿Con qué frecuencia camina, anda en bicicleta, viaja en transporte público o llega a donde necesita ir sin conducir en Los Ángeles? ¿Cuál considera que es la condición y la importancia de cada uno de esos medios de transporte? ¿Cuán importante es para el próximo alcalde/alcaldesa de Los Ángeles el conocer bien todos los medios de transporte disponibles?

Ya no lo suficiente por ahora. Hasta hace unos años caminaba temprano en la mañana (antes de que se elevaran los niveles de emisiones de contaminación) varias veces a la semana en mi vecindario. Mi familia no siente que sea seguro caminar en mi vecindario.

Caminar es bueno. Caminar por calles no seguras es peligroso para la salud personal. Mientras servía en la Mesa Directiva de Metro, siempre viajaba en transporte público. Mis hijos viajaban en transporte público cuando estaban en las escuelas públicas de Los Ángeles.

Es importante que el próximo alcalde de Los Ángeles conozca los múltiples medios de transporte. La realidad es que los alcaldes anteriores viajaban en carro y rara vez en otros tipos de transporte.

SEGURIDAD EN EL METRO DE LOS ÁNGELES

Como alcalde/alcaldesa, ¿cómo incorporaría estrategias de apoyo que se originan entre la comunidad y las de seguridad que priorizan las necesidades de los angelinos más vulnerables?

Como alcalde, crearé una agencia dedicada a la Seguridad Pública de Metro conformada por oficiales, embajadores y personas de la comunidad y especializadas en la atención al cliente. Serví en la Mesa Directiva de Metro por dos turnos. Como presidente del Comité de Finanzas, Presupuestos y Auditoría, no apoyaría la renovación del contrato del Alguacil del Condado de Los Ángeles debido a que no cumple con el mismo.

VISION ZERO

¿Cómo evaluaría la norma de Vision Zero de la ciudad de Los Ángeles y qué pasos concretos tomaría para implementar este programa para 2025? ¿Qué papel desempeña el alcalde/alcaldesa en exhortar a los miembros del Concilio para que tomen riesgos y apoyen la Vision Zero y se comprometan a realizar proyectos como el Plan de Movilidad de la Ciudad para 2035, el cual puede eliminar los carriles de estacionamiento o de viaje?

La norma de Vision Zero fue aprobada por el Ayuntamiento de Los Ángeles hace cinco años. Estoy de acuerdo en mejorar las calles y las banquetas para 2025. Apoyo gran parte de Vision Zero, incluidas las rutas seguras a las escuelas, las mejoras de señalización, de seguridad y otras. No estoy de acuerdo con una norma general para reducir la velocidad del tráfico. Estoy de acuerdo con la creación de un programa de educación sobre seguridad comunitaria. Los viajeros y las empresas de Los Ángeles están sufriendo debido a la pérdida de miles de millones de dólares en tiempo debido a la baja velocidad y la congestión del tráfico.

Los Ángeles sufre gravemente de la falta de asequibilidad en el costo de la vivienda y una crisis crónica de personas sin hogar. Según la Asociación de Gobiernos del Sur de California (SCAG), Los Ángeles necesita construir cerca de 500,000 viviendas nuevas para adaptarse al crecimiento futuro. La actual escasez de operadores de autobuses de Metro afecta significativamente la frecuencia, la consistencia y el poder depender en los autobuses. ¿Cómo abordaría este problema al mismo tiempo que aumenta la frecuencia de los autobuses y garantiza la consistencia del servicio a medida que se recupera la cantidad de pasajeros? ¿Apoya la lucha por un sistema de transporte sin tarifas? 

Aumentamos la contratación de operadores de autobuses al implementar un plan de publicidad agresivo que describa la función de servicio público que tienen los operadores de autobuses y trenes. Destacamos las prestaciones de ley y la compensación que obtienen los operadores por trabajar en Metro. Trabajamos con las preparatorias y centros vocacionales para formar nuevos operadores. Reclutamos estudiantes de preparatoria para que se inscriban en la Academia de Metro.

Metro tiene un problema pendiente de gastos operativos. Las tarifas contribuyen el 10% o menos de los ingresos necesarios para cubrir los gastos operativos. Los votantes aprobaron miles de millones en fondos para Metro. Dentro de la próxima década, Metro no podrá operar al nivel de servicio de las nuevas líneas de autobús y tren.

Los angelinos aumentarán su uso del sistema de trenes y autobuses de Metro cuando sientan que es seguro viajar. El aumento en la cantidad de pasajeros también aumentará los ingresos operativos.

Apoyo el transporte público sin tarifa para los estudiantes, pero no una norma sin tarifa en todo el transporte. Nuestra población de personas sin hogar está asustando a los pasajeros actuales y potenciales de Metro para que no usen el sistema. Requerir tarifas es una manera para evitar que las personas sin hogar viajen perpetuamente en el sistema de Metro, lo que está causando que los pasajeros abandonen el uso del transporte público.

EL PRESUPUESTO Y PARTICIPACIÓN DE LA COMUNIDAD

¿Cómo fomentaría más participación, responsabilidad y transparencia en el proceso de la creación de presupuestos para los proyectos del Departamento de Transporte de Los Ángeles (LADOT, por sus siglas en inglés) o Metro, especialmente entre las comunidades con dominio limitado del inglés y otras de bajos ingresos? ¿Cómo garantizaría que la distribución de fondos entre los proyectos se realice de manera equitativa?

Designaré y exigiré transparencia y la rendición de cuentas a los encargados de LADOT. Las personas que yo elija para que funjan como miembros de la Mesa Directiva de Metro y Transporte en Los Ángeles son transparentes y analizan los proyectos de transporte desde un lente de eficiencia y equidad. Estas personas que yo designaré serán representativos de la población de Los Ángeles.

Como alcalde de una ciudad diversa, tendré a la equidad, el acceso y la distribución justa de recursos como parte integral de mis normas.

MÁS CONEXIÓN, MENOS CONGESTIÓN 

¿Qué servicios y programas apoya usted para reducir la congestión del tráfico, aumentar el transporte activo y aumentar el número de pasajeros (en autobús y tren)? Como alcalde/alcaldesa, ¿cómo coordinaría esfuerzos entre docenas de ciudades y organismos públicos para mejorar el acceso local y regional a los diversos medios de transporte aparte de conducir?

Apoyo las estrategias, políticas y tácticas que cambien el comportamiento de viajeros y los servicios de transporte y entrega. Cambiaré las flotillas de Metro, LADOT y las de la ciudad de Los Ángeles por las que usen combustibles de cero emisiones. Mis políticas promoverán servicios de demanda de transporte, crear tarifas por la congestión de tráfico, focalizando en horarios de trabajo escalonados o alternados y el uso de vehículos autónomos y de inteligencia artificial (IA).

Usaremos la tecnología IA para secuenciar el flujo de tráfico, la disponibilidad de estacionamiento, fomentar la construcción de viviendas cerca de los corredores de tránsito y centrarnos en normas de equilibrio entre trabajo y vivienda.

Invertiremos en un sistema integral de seguridad en el transporte basado en las necesidades de la comunidad.

El alcalde de Los Ángeles tiene más influencia en la Mesa Directiva del Metro que cualquier  otro miembro de la misma. Las cinco Supervisoras del Condado de Los Ángeles forman parte de la Mesa Directiva de Metro. Estableceré relaciones de trabajo con mis colegas de la Directiva de Metro y la Liga de Ciudades. 시장은 도시의 수장이자 대변인의 역할을 합니다. 시장의 역할 중 일부는 우리 도시를 더 살기 좋고 일하기 좋고 놀기 좋은 곳으로 조성하는 계획에 대한 비전을 갖는 것입니다. 저는 500제곱마일에 달하는 지역에 사는 4백만 명의 시민이 이루는 도시에서 주행차선을 없애는 데 대해 심각하게 우려하고 있습니다.

LA는 심각한 주택보유 비용 부담과 만성적인 노숙인 위기로 몸살을 앓고 있습니다. 남부 캘리포니아 정부협회(Southern California Association of Governments, SCAG)에 따르면 LA는 미래 성장을 수용하기 위해 거의 500,000채의 새로운 주택을 건설해야 합니다. 이러한 목표를 달성하기 위해서는 이웃지역 단체에 상당한 영향을 미치는 지역사회 활동가들의 지지를 얻어야 합니다. 반드시 필요한 주택과 노숙인 보호소에 대한 승인을 얻으려면 이웃지역 단체의 지원을 받아야 합니다.

버스 기사 및 철도 기관사가 지니는 공공 서비스 역할을 설명하는 적극적인 마케팅 계획을 실행하여 버스 기사 채용을 확대합니다. 우리는 Metro와 협력하여 버스 기사가 받을 수 있는 혜택과 보상을 강조합니다. 우리는 고등학교 및 직업 센터와 협력하여 신입 기사들을 교육합니다. 우리는 Metro Academy에 입학할 고등학생을 모집합니다.

Metro에는 운영비 문제가 계류 중에 있습니다.  운임은 운영비를 충당하는 데 필요한 수익의 10% 이하를 기여합니다. 유권자들은 Metro 자금 지원에 수십억 달러를 승인했습니다. 향후 10년 내에 Metro는 신규 버스 및 철도 노선에 대해 성공적인 서비스 수준으로 운영할 수 없을 것입니다.

로스앤젤레스 시민들은 Metro 이용이 안전하다고 느낄 때 Metro의 버스 및 철도 시스템을 더 많이 사용할 것입니다 승객 증가는 또한 운영 수익 증대로 이어질 것입니다.

저는 학생들을 위한 무상 운임 교통수단을 지지하지만 시스템 전반에 있어 무상 운임 정책은 지지하지 않습니다. 시의 노숙인 인구는 기존 및 향후 Metro 이용객들의 시스템 사용을 주저하게 만듭니다. 요금을 요구하는 것은 지하철 승객들이 대중교통 이용을 포기하게 만드는 노숙인들의 영구적 Metro 시스템 이용을 억제하는 것입니다.

저는 지명권을 행사해 로스앤젤레스 교통부(Los Angeles Department of Transportation, LADOT) 총책임자에게 투명성과 책임 의식을 요구할 것입니다. 제가 LA 도시 교통 및 메트로 위원회(LA City Transportation and Metro Board) 위원으로 임명한 분들은 투명한데다 효율성과 형평성의 관점에서 대중교통 프로젝트를 봅니다. 제가 임명한 분들은 LA 인구를 대표할 것입니다.

다양한 배경으로 이루어진 도시의 시장으로서 저는 형평성, 접근성, 자원의 공정한 분배를 제 정책의 필수적 요소로 삼을 것입니다.

저는 변화하는 출퇴근자 및 배달 서비스 행동 지침을 사용하는 전략, 정책 및 전술을 지지합니다. 저는 Metro, LADOT 및 LA시 차량을 무공해 연료를 사용하게 바꿀 것입니다. 저의 정책은 교통 수요 서비스, 혼잡 시간대 운임 책정, 근무 시간 시차제 강조, 자율 차량 및 인공지능(AI) 사용을 촉진할 것입니다.

우리는 AI를 사용하여 교통 흐름, 주차 가능 여부, 대중교통 회랑 근처에 주택 건설을 장려하고 일자리와 주택 균형 정책을 강조할 것입니다.

우리는 헌신적인 지역사회 기반의 포괄적 대중교통 안전 시스템에 투자할 것입니다.

LA 시장은 여타의 다른 위원회 위원들보다 Metro 위원회에 더 많은 영향력을 행사합니다. 5인의 LA 카운티 감독위원회(LA County Board of Supervisors)는 모두 Metro 위원회의 구성원입니다. 저는 Metro 위원회 동료 및 League of Cities와 협력 관계를 구축할 것입니다. LA 교통 체계, 대중교통, 주택 및 공공안전은 지역적 사안입니다. 시장으로서 저는 87개 다른 모든 도시와 회의를 소집하고 LA 유역에 대한 지역적 필요사항의 관점을 이해하고자 노력할 것입니다. 이러한 요구 사항에는 노숙인, 주택 보유 비용 적정성, 공공안전, 정신건강 및 공중보건이 포함됩니다. LA시는 이웃 도시 및 관할 구역과 공유 협력관계가 될 것입니다.
LA 시장으로서 저는 로스앤젤레스 수도 전력부(Los Angeles Department of Water and Power, LADWP)에 도시에 등록된 차량들의 충전 요금을 할인하도록 지시할 것입니다. Metro는 대중교통을 중심으로 한 지역사회 개발을 위해 자금을 제공할 것입니다. 우리는 1인 차량 이용객과 무공해 차량 이용을 위한 장려책을 권장하지 않습니다. 우리는 대중교통 회랑 근처에 복합 용도 및 소득 계층 혼합 개발을 촉진할 것입니다.
