Former Mayoral Candidate Joe Buscaino Stands for Free Public Transportation and Working with ‘Riding Ambassadors’

Transportation is a central topic of life in Los Angeles, with urgent repercussions for the world at large. We seek city leaders who prioritize exceptional and affordable public transportation, street safety, and adequate active transportation infrastructure while centering issues related to affordable transit-oriented housing development and dealing with the city’s crisis of hit and runs. Before voting for our next L.A. mayor, we needed to know where the candidates stand on the essential issue of transportation equity. In a collaboration with CicLAvia, Los Angeles County Bicycle Coalition, Climate Resolve, Streets For All, Los Angeles Walks, Act-LA, POWER, IKAR, Asian Pacific Islander Forward Movement,  Pacoima Beautiful, and MoveLA, L.A. TACO presents a candid questionnaire given to all of L.A.’s mayoral candidates, with their answers in English, Spanish, Chinese, and Korean. All responses were provided by the candidates via email. 

GETTING AROUND IN L.A. 

How often do you walk, bike, ride transit, or otherwise get to your destinations without driving in LA? How would you judge the condition and importance of each of those transportation modes? How important is it for the next LA Mayor to experience all available transportation modes?

Staying active is a significant part of my life. In fact, a few years ago prior to the pandemic I trained and ran my first marathon with Students Run LA, an incredible organization mentoring students across LA to run and conquer the marathon and life’s obstacles. Since then, I have proudly completed two marathons. I run regularly, 3-4 times a week with a few of my team members - we also use it as a time to catch up with work and life. Additionally, I do cross fit and all-fit, and I bike as much as I can for awareness and self-enjoyment.

As for public transportation, I used to ride it often to meet and hear from daily commuters on their experiences and challenges, and how we can best improve their service. As Councilman of the 15th, we responded to community requests to make the Wilmington DASH more convenient. Together, we conducted surveys, meetings, and ride-along interviews to hear from local riders. We amended the route for the first time in eight years.

And although we have spent years expanding the public transportation network in LA, we are still looking at a broken system. Two recent reports from LADOT and Metro told us what we already know: The transportation system in Los Angeles was not built for the ones who use it the most - women and other vulnerable populations. As Mayor, transportation safety, reliability, and affordability will be my main focus areas- we must have a transportation system that is accessible to everyone.

LA METRO SAFETY

As  Mayor, how would you incorporate community-based support and safety strategies prioritizing the needs of vulnerable Angelenos?

Community support and buy-in has to be on the table. From residents to visitors, the safety of our riders will always remain a priority in my administration. A successful free public transportation system is defined by successful experiences and ridership, and this can only be achieved by understanding the current setbacks of riders, as well as what defines an ideal ride.

VISION ZERO

How would you assess LA City’s Vision Zero policy, and what concrete steps would you take to implement its Vision Zero program by 2025? What role does the Mayor have in encouraging City Council members to take political risks in supporting Vision Zero projects and commitments like the City’s Mobility Plan 2035, that may remove parking or travel lanes?

As Councilman, I was fully supportive of the City’s Vision Zero plan and encouraged the advancement of those plans in Council District 15. My team was at the forefront of the conversation when residents opposed lane reductions on Pacific Avenue and Westmont in San Pedro, or Anaheim Street in Wilmington. As public servants, it is our responsibility and obligation to effectively communicate the city’s transportation and safety priorities. Our opinion does not precede the professional recommendations of a transportation engineer, and as Mayor I will ensure the city’s priorities reflect the needs and safety of our residents.

BETTER BUSES

LA Metro’s current shortage of bus operators significantly impacts bus frequency and reliability. How would you address this problem and also further increase bus frequency and ensure service reliability as ridership rebounds? Do you support Metro’s advocacy of a fare-free transit system?

We need to change the safety culture of public transportations for residents, visitors and the bus drivers. People do not feel safe nor their lives valued in this line of work and we can change that by incentivizing careers at LA Metro, and guaranteeing employee safety at all costs. If we make rider experiences safe and fun, we will successfully get people out of their cars and into public transportation. With an increase in ridership, we can increase marketing opportunities with the private sector, thus reaching an opportunity for FREE public transportation which I FULLY SUPPORT!

BUDGET & COMMUNITY PARTICIPATION

How would you create more participation, accountability, and transparency in the budgeting process for LADOT or LA Metro projects, especially among limited English proficient and low-income communities? How would you ensure that project funds are equitably distributed?

We have to create participatory opportunities for our regular riders, individuals who rely heavily on public transportation and can provide recommendations on how to improve the overall experience. These opportunities have to be unique in how we target hard-to-contact populations. We must meet people where they are.

There’s also an opportunity to work with grassroots organizations like LA Walks, CicLAvia, and others, that mobilize and increase community participation with their respective networks. My team actively works with them now and as Mayor, that relationship will blossom and grow participation citywide.

Additionally, every budget hearing and meeting must have translation services included, as well as childcare and food options for working families.

LA Metro has an Office of Equity and Race that establishes the agency’s pillars to achieve equity in its service delivery. As Mayor I will ensure that we identify rider ambassadors (race, gender, race inclusive) to advise and establish recommendations that will help Metro achieve an equitable experience for all.

MORE CONNECTED, LESS CONGESTED

What amenities and programs do you support to reduce traffic congestion, increase active transportation, and increase transit (bus and rail) ridership? As Mayor, how would you coordinate dozens of neighboring cities and public agencies to improve local and regional access to transportation modes aside from driving?

As Mayor, a clean and safe city will be my top priority. When people feel safe in Los Angeles, they will want to walk more, use public transportation often, and invite their friends and family for a day out - this means economic investments into our local economy and job guarantees for growing businesses in the region. Safety is the heart of every great city in the world. As Mayor I will push for the following programs:

●FREE, safe, and clean public transportation
●Safety and maintenance contracts with local partners and residents at all train stops
●Identifying and activating major stops with music, arts, vendors, etc.
●Pedestrian lighting at all bus stops
●SMART bus stop furniture (outlets, wifi, etc.)

As Mayor, I will ensure our riders are at the table to communicate the ongoing needs of riders in the city of Los Angeles.

VIAJANDO POR LOS ÁNGELES 

¿Con qué frecuencia camina, anda en bicicleta, viaja en transporte público o llega a donde necesita ir sin conducir en Los Ángeles? ¿Cuál considera que es la condición y la importancia de cada uno de esos medios de transporte? ¿Cuán importante es para el próximo alcalde/alcaldesa de Los Ángeles el conocer bien todos los medios de transporte disponibles?

Mantenerme activo forma una parte importante de mi vida. De hecho, hace unos años, antes de la pandemia, entrené y corrí mi primer maratón con Students Run LA, una organización increíble que asesora a estudiantes de Los Ángeles para correr y conquistar el maratón y otros obstáculos en la vida. Desde entonces, he realizado con orgullo dos maratones. Corro regularmente 3 o 4 veces por semana con algunos de los miembros de mi equipo y usamos esto para ponernos al día con el trabajo y la vida. Además, hago crossfit y all-fit, y practico ciclismo tanto como puedo para estar en el presente y porque lo disfruto.

En cuanto al transporte público, acostumbraba viajar a menudo para conocer y escuchar a las experiencias y desafíos de pasajeros y sobre cómo podemos mejorar el servicio. Como Concejal del Distrito 15, respondimos a las solicitudes de la comunidad para hacer que el DASH de Wilmington funcionara mejor. Juntos, realizamos encuestas, reuniones y entrevistas para escuchar a pasajeros del área. Modificamos la ruta por primera vez en ocho años.

Y aunque hemos pasado años expandiendo la red de transporte público en Los Ángeles, todavía vemos un sistema que no funciona. Dos informes recientes de LADOT y Metro nos dijeron lo que ya sabemos: el sistema de transporte en Los Ángeles no fue construido para quienes más lo usan: las mujeres y otras poblaciones vulnerables. Como alcalde/alcaldesa, ¿cómo incorporaría estrategias de apoyo que se originan entre la comunidad y las de seguridad que priorizan las necesidades de los angelinos más vulnerables?

El apoyo y la cooperación de la comunidad deben ser centrales. Desde residentes hasta visitantes, la seguridad de nuestros pasajeros siempre será una prioridad para mi administración. Un sistema de transporte público gratuito exitoso se define por las buenas experiencias y el número de pasajeros y esto solo se puede lograr al comprender los entender en dónde están las barreras que viven los pasajeros, así como lo que define un viaje ideal.

VISION ZERO

¿Cómo evaluaría la norma de Vision Zero de la ciudad de Los Ángeles y qué pasos concretos tomaría para implementar este programa para 2025? ¿Qué papel desempeña el alcalde/alcaldesa en exhortar a los miembros del Concilio para que tomen riesgos y apoyen la Vision Zero y se comprometan a realizar proyectos como el Plan de Movilidad de la Ciudad para 2035, el cual puede eliminar los carriles de estacionamiento o de viaje?

Como Concejal, apoyé plenamente el plan Vision Zero y respaldé el avance de esos planes en el Distrito 15 desde el Concilio. Mi equipo estuvo al frente de las pláticas cuando los residentes se opusieron a la reducción de carriles en Pacific Avenue y Westmont en San Pedro, o la calle Anaheim en Wilmington. Como servidores públicos, es nuestra responsabilidad y obligación comunicar de manera efectiva las prioridades de transporte y seguridad de la ciudad. Nuestra opinión no precede a las recomendaciones profesionales de un ingeniero de transporte y, como alcalde, me aseguraré de que las prioridades de la ciudad reflejen las necesidades y la seguridad de nuestros residentes.

MEJOR SERVICIO DE AUTOBUSES

La actual escasez de operadores de autobuses de Metro afecta significativamente la frecuencia, la consistencia y el poder depender en los autobuses. ¿Cómo abordaría este problema al mismo tiempo que aumenta la frecuencia de los autobuses y garantiza la consistencia del servicio a medida que se recupera la cantidad de pasajeros? ¿Apoya la lucha por un sistema de transporte sin tarifas?

Necesitamos cambiar cómo es que gestionamos la seguridad en el transporte público para residentes, visitantes y conductores de autobuses. Las personas no se sienten seguras ni que sus vidas valen en este ramo vocacional y podemos cambiar eso incentivando los puestos en Metro y garantizando, a toda costa, la seguridad de los empleados. Si logramos que las experiencias de los pasajeros sean seguras y divertidas, haremos que las personas dejen sus carros y prefieran el transporte público. Con un aumento en el número de pasajeros podemos aumentar las oportunidades de publicidad en el sector privado alcanzando así la oportunidad de tener un transporte público GRATUITO lo cual ¡APOYO TOTALMENTE!

 EL PRESUPUESTO Y PARTICIPACIÓN DE LA COMUNIDAD

¿Cómo fomentaría más participación, responsabilidad y transparencia en el proceso de la creación de presupuestos para los proyectos del Departamento de Transporte de Los Ángeles (LADOT, por sus siglas en inglés) o Metro, especialmente entre las comunidades con dominio limitado del inglés y otras de bajos ingresos? ¿Cómo garantizaría que la distribución de fondos entre los proyectos se realice de manera equitativa?

Debemos crear oportunidades de participación para nuestros pasajeros que viajan regularmente, personas que dependen en gran medida del transporte público y pueden brindar recomendaciones sobre cómo mejorar la experiencia general en el transporte. Estas oportunidades tienen que ser únicas en la forma en que nos centramos en las poblaciones difíciles de alcanzar. Debemos posicionarnos desde donde está la gente.

También, existe la oportunidad de trabajar con organizaciones de base como LA Walks, CicLAvia y otras que movilizan y aumentan la participación comunitaria entre sus respectivas redes. Mi equipo trabaja activamente con ellos ahora y como alcalde, esa relación florecerá y aumentará la participación en toda la ciudad.

Además, cada audiencia y reunión de presupuesto debe incluir servicios de interpretación, así como opciones de cuidado de menores y alimentos para familias trabajadoras.

Metro cuenta con una Oficina de Equidad y Raza que establece los valores de la agencia para lograr equidad en los servicios que ofrece. Como alcalde me aseguraré de identificar embajadores de pasajeros (inclusivos en cuanto a raza, género, etc.) para que asesoren y establezcan recomendaciones que ayuden a Metro a lograr una experiencia equitativa para todos.

MÁS CONEXIÓN, MENOS CONGESTIÓN 

¿Qué servicios y programas apoya usted para reducir la congestión del tráfico, aumentar el transporte activo y aumentar el número de pasajeros (en autobús y tren)? Como alcalde/alcaldesa, ¿cómo coordinaría esfuerzos entre docenas de ciudades y organismos públicos para mejorar el acceso local y regional a los diversos medios de transporte aparte de conducir?

Como alcalde, mi principal prioridad será tener una ciudad limpia y segura. Cuando las personas se sientan seguras en Los Ángeles, querrán también caminar más, usar el transporte público con regularidad e invitar a sus amigos y familiares a salir y pasear lo cual significa que habrá más ganancias económicas en nuestra economía local y garantías laborales para las empresas en crecimiento en la región. La seguridad es el corazón de todas las grandes ciudades del mundo. Como alcalde impulsaré los siguientes programas:

• Transporte público GRATIS, seguro y limpio
• Contratos con socios locales y residentes en todas las paradas de tren para mantener la seguridad y mantenimiento
• Identificar y activar paradas principales con presentaciones musicales, arte, vendedores, etc.
• Alumbrado para peatones en todas las paradas de autobús
• Muebles en las paradas de autobús para la comodidad del público de tipo SMART (con enchufes eléctricos, acceso al internet-wifi, etc.)
