Mayoral Candidate Gina Viola Would Like Reduced Speed Limits in Streets and Is Tired of Wasting Resources on Parking Enforcement

Transportation is a central topic of life in Los Angeles, with urgent repercussions for the world at large. We seek city leaders who prioritize exceptional and affordable public transportation, street safety, and adequate active transportation infrastructure while centering issues related to affordable transit-oriented housing development and dealing with the city’s crisis of hit and runs. Before voting for our next L.A. mayor, we needed to know where the candidates stand on the essential issue of transportation equity. In a collaboration with CicLAvia, Los Angeles County Bicycle Coalition, Climate Resolve, Streets For All, Los Angeles Walks, Act-LA, POWER, IKAR, Asian Pacific Islander Forward Movement,  Pacoima Beautiful, and MoveLA, L.A. TACO presents a candid questionnaire given to all of L.A.’s mayoral candidates, with their answers in English, Spanish, Chinese, and Korean. All responses were provided by the candidates via email. 

GETTING AROUND IN L.A. 

How often do you walk, bike, ride transit, or otherwise get to your destinations without driving in LA? How would you judge the condition and importance of each of those transportation modes? How important is it for the next LA Mayor to experience all available transportation modes?

I am fortunate enough to live walking distance to a Redline metro stop. We need a Los Angeles where everyone is! I often take the metro downtown – what a pleasure it is to have a 10-minute walk and 20-minute metro ride to arrive in the center of downtown Los Angeles – no parking necessary and no long wait on the 101 freeway. I also make a concerted effort to walk to my destination for at least one errand a day – be that picking up dry cleaning or splurging on a fancy coffee. My teenage children make excellent use of the metro. East Valley High School is conveniently located just beside the North Hollywood metro station. I would like to see metro stations and bus lines beside all of Los Angeles’ high school campuses. We also ride our bicycles (my husband his skateboard) on the weekends, though recent traffic accidents have us doing that less frequently. I would like to see streets with drastically reduced speed limits to accommodate that being a safer way for families to move around the city. When I lived in mid-city it was very convenient to take the bus to the beach and we often did that as a Family. As Mayor, I will make every effort to push for FREE public transportation for our city.

LA METRO SAFETY

As  Mayor, how would you incorporate community-based support and safety strategies prioritizing the needs of vulnerable Angelenos?

By properly funding and investing in public transit, Los Angeles can become a safer city for all. It is time for Los Angeles to have true public FREE transportation for all. Allocate funding to invest in infrastructure and equipment necessary to guarantee accessibility and safe conditions at all transit stops, such as elevators, escalators, ramps, seating, shade, signage, and bathrooms, and improve accessibility between bus stops and other transit stops. The elevators that have been nonoperational in several of our city’s metro stations the past several years is not only abhorrent but able-ist as well. Los Angeles has had a terrible reputation when it comes to public transportation and it is time for that to change. Meaningful investments in our transit infrastructure are needed to make this a reality. We’ve invested wasted resources in the parking enforcement, which outspends the revenues for tickets and parking meters alike.

VISION ZERO

How would you assess LA City’s Vision Zero policy, and what concrete steps would you take to implement its Vision Zero program by 2025? What role does the Mayor have in encouraging City Council members to take political risks in supporting Vision Zero projects and commitments like the City’s Mobility Plan 2035, that may remove parking or travel lanes?

One of the first pledges our campaign signed on to was the Streets for All 25x25. This plan takes steps to pick up the pace to ensure the city’s Vision Zero plan can be realized by 2025. LA 25x25 As mayor, I will use the creation of the budget to allocate funding for this in each of the 15 city council districts. Additionally, I will not rely solely on the communication of each council district to its constituents – I will launch an educational campaign about the benefits of fewer traffic lanes. With improved FREE metro for all, this transition will be one that makes sense to Angelenos who have for too long had to endure all the negative effects of traffic – traffic itself, the unnecessary deaths it causes and the unhealthy air it has us breathing.

BETTER BUSES

LA Metro’s current shortage of bus operators significantly impacts bus frequency and reliability. How would you address this problem and also further increase bus frequency and ensure service reliability as ridership rebounds? Do you support Metro’s advocacy of a fare-free transit system? 

A full re-evaluation of bus operators’ wages and benefits package to determine if the city’s current employment package is sufficient. A shortage of staff usually means one thing, the rate of pay is not commiserate with the job one is being asked to do. Metro is an exciting opportunity to partner with the County of Los Angeles on budget priorities, something as Mayor I plan to do often! With the advent of making all Metro transportation free and the implementation of the LA 25x25, ridership will naturally increase.

BUDGET & COMMUNITY PARTICIPATION

How would you create more participation, accountability, and transparency in the budgeting process for LADOT or LA Metro projects, especially among limited English proficient and low-income communities? How would you ensure that project funds are equitably distributed?

The most significant contribution the mayor makes to the city is the presentation of the budget each year. As Mayor, I will adopt the Peoples Budget LA which seeks to include participation by all citizens of Los Angeles via online surveys and robust participatory budgeting sessions. Participatory sessions will be scheduled in each council district as well as with community coalitions of organizations throughout the city, making sure all able to provide input that can be incorporated by having sessions in a variety of languages and real-time translation for meetings as well.

MORE CONNECTED, LESS CONGESTED 

What amenities and programs do you support to reduce traffic congestion, increase active transportation, and increase transit (bus and rail) ridership? As Mayor, how would you coordinate dozens of neighboring cities and public agencies to improve local and regional access to transportation modes aside from driving?

At the risk of being repetitive and one-trick pony – the most robust answer to this is Streets For All LA 25x25. This plan has it all – plans to reduce the need to drive from point a to point b, plans to build out efficient and comfortable alternatives to driving, including safer active transportation. Increasing ridership will naturally occur once public transportation is truly public by making it free for all Angelenos. Coordination of neighboring cites and municipalities will be key to ensuring that we have a successful robust public transportation system worthy of our large sprawling metropolis. Polling from the people speaks for itself. A survey of 400 likely voters in July of 2021, 84% said its the Mayor’s responsibility to help reduce car traffic, clean our air, and make our streets and sidewalks safer, 75% said we should make rapid changes to how we use our streetscape to improve quality of life and 59% said they would vote for candidates who endorsed a re-think of public spaces!

VIAJANDO POR LOS ÁNGELES 

¿Con qué frecuencia camina, anda en bicicleta, viaja en transporte público o llega a donde necesita ir sin conducir en Los Ángeles? ¿Cuál considera que es la condición y la importancia de cada uno de esos medios de transporte? ¿Cuán importante es para el próximo alcalde/alcaldesa de Los Ángeles el conocer bien todos los medios de transporte disponibles?

Tengo la suerte de vivir a corta distancia de una parada de metro de la línea roja. ¡Necesitamos un Los Ángeles donde todos tengan la misma suerte! Seguido tomo el metro hacia el centro y qué placer es caminar 10 minutos y hacer un viaje en metro de 20 minutos para llegar al centro de Los Ángeles sin tener que estacionarse ni esperar mucho en la autopista 101. También, hago un esfuerzo comprometido para caminar hasta donde tengo que ir y hacer mínimo un mandado a diario, ya sea ir a la tintorería o derrochar dinero en café. SEGURIDAD EN EL METRO DE LOS ÁNGELES

Como alcalde/alcaldesa, ¿cómo incorporaría estrategias de apoyo que se originan entre la comunidad y las de seguridad que priorizan las necesidades de los angelinos más vulnerables?

Al financiar e invertir adecuadamente en el transporte público, Los Ángeles puede convertirse en una ciudad más segura para todas las personas. Es hora de que Los Ángeles tenga un verdadero transporte público GRATUITO para todos. Al asignar fondos para invertir en infraestructura y equipos necesarios se garantizan el acceso y condiciones seguras en todas las paradas de trenes y autobuses; como lo son los elevadores, escaleras eléctricas, rampas, espacios para sentarse, cubiertas para protegerse del sol, señalización, baños y mejorar el acceso entre las paradas de autobús y otras paradas de transporte. El hecho de que los elevadores que no han estado funcionando en varias de las estaciones de metro en los últimos años no solo es una abominación sino también es una discriminación abilista. Los Ángeles ha tenido una horrible reputación en cuanto al transporte público y es hora de que eso cambie. Se necesitan inversiones grandes en la infraestructura del transporte público para que esto sea una realidad. Hemos invertido recursos desperdiciados en la aplicación del estacionamiento, lo que sobrepasa los ingresos por multas y parquímetros por igual.

VISION ZERO

¿Cómo evaluaría la norma de Vision Zero de la ciudad de Los Ángeles y qué pasos concretos tomaría para implementar este programa para 2025? ¿Qué papel desempeña el alcalde/alcaldesa en exhortar a los miembros del Concilio para que tomen riesgos y apoyen la Vision Zero y se comprometan a realizar proyectos como el Plan de Movilidad de la Ciudad para 2035, el cual puede eliminar los carriles de estacionamiento o de viaje?

Uno de los primeros compromisos que nuestra campaña apoyó fue Streets For All LA (Calles para Todos en LA) LA 25x25. Este plan toma pasos para acelerar y garantizar que el plan de Vision Zero se logre para 2025. Como alcaldesa, crearé un presupuesto para asignar fondos para que se realice esto en cada uno de los 15 distritos del Concilio. Además, no confiaré únicamente en la comunicación que cada distrito del Concilio tenga con sus electores; lanzaré una campaña educativa sobre los beneficios de tener menos carriles en las calles. MEJOR SERVICIO DE AUTOBUSES

La actual escasez de operadores de autobuses de Metro afecta significativamente la frecuencia, la consistencia y el poder depender en los autobuses. ¿Cómo abordaría este problema al mismo tiempo que aumenta la frecuencia de los autobuses y garantiza la consistencia del servicio a medida que se recupera la cantidad de pasajeros? ¿Apoya la lucha por un sistema de transporte sin tarifas? 

Se necesita una reevaluación completa del paquete de prestaciones de ley y salarios de los operadores de autobuses para determinar si es suficiente lo que se les ofrece. La escasez de personal generalmente significa una cosa, la tasa de pago no es equivalente al trabajo que se les pide hacer. La contribución más significativa que puede hacer el alcalde a la ciudad es la presentación del presupuesto de cada año. Como alcaldesa, adoptaré el Presupuesto del Pueblo (Peoples Budget), que busca incluir la participación de la ciudadanía de Los Ángeles por medio de encuestas en línea y sesiones participativas para la elaboración de presupuestos. Las sesiones participativas se programarán en cada distrito del Concilio, así como entre coaliciones comunitarias de organizaciones por toda la ciudad garantizando que todos puedan brindar opiniones e incorporarlas en sesiones que sean multilingües y en donde haya interpretación simultánea también.

MÁS CONEXIÓN, MENOS CONGESTIÓN 

¿Qué servicios y programas apoya usted para reducir la congestión del tráfico, aumentar el transporte activo y aumentar el número de pasajeros (en autobús y tren)? Como alcalde/alcaldesa, ¿cómo coordinaría esfuerzos entre docenas de ciudades y organismos públicos para mejorar el acceso local y regional a los diversos medios de transporte aparte de conducir?

Con riesgo de ser repetitiva y verme como circo de un solo acto, les digo que la respuesta más concreta a esto es Streets For All LA LA 25x25. Este plan lo tiene todo: planes para reducir la necesidad de conducir, planes para desarrollar alternativas eficientes y cómodas en vez de manejar, incluyendo un transporte activo más seguro. El aumento en la cantidad de pasajeros ocurrirá naturalmente una vez que el transporte público sea verdaderamente público al hacerlo gratuito para todos los angelinos. La coordinación entre ciudades y municipios colindantes es clave para garantizar que tengamos un sistema de transporte público digno de nuestra gran metrópolis siempre en continua expansión. Los resultados de encuestas entre la población hablan por sí solas.
